Description 

Accountability Lab Nepal (ALN) is an implementing partner and a consortium member of the ACCESS project, which is led by People In Need (PIN) and supported by the European Union. The broader objective of the project is to contribute to improved participation of civil society in fostering access to equitable education, and the intermediate-level outcome is to strengthen the role of civil society in promoting access to education for marginalized children in Madhesh, Karnali, and Sudurpaschim provinces. 

ALN will support and closely work with local partners, consortium members, and networks in at least seven districts across these three provinces to implement the project. Therefore, ALN is seeking qualified candidates from each of the three provinces to lead their local-level efforts, where one candidate will oversee multiple districts within their respective province. 

Key Responsibilities 

Project Planning 

  1. Support the District Project Officer to prepare quarterly and monthly plans for effective execution of the district-level activities as stipulated in the project.
  2. Support in mapping and mobilizing stakeholders and experts, ensuring the inclusion of gender and disability considerations.
  3. Support in the development of local-level education plans with a focus on inclusive education practices.
  4. Provide support to carry out the capacity development and community engagement activities with/for Civil Society Organizations (CSOs), communities, and local stakeholders that are directly linked with project activities, including Financial Support to Third Parties (FSTP) grants. 
  5. Support Selected CSOs in planning for the effective implementation of the FSTP grant.

Project Implementation

  1. Work with CSOs to mobilize local and school level Girls & Inclusive Education Network (GIEN) networks and conduct regular meetings with the network.
  2. Support CSOs to conduct advocacy actions at school and palika level along with the GIEN network.
  3. Support in monitoring and documenting the activities of selected partner CSOs.
  4. Support CSOs in effective mobilization of GIEN and Complaint Response Management (CRM) structures and implementation of School Improvement Plan (SIP) and CRM at school level.
  5. Provide necessary support to palikas and schools to form/mobilize GIEN structure, CRM committee, development & implementation of SIP, and support community learning centers (CLCs).
  6. Collect school and palika level qualitative and quantitative data as required by the project.
  7. Conduct palika, school, and community level meetings.
  8. Support CLCs in identifying the out of schools and enrolling them in CLCs or in formal school.
  9. Conduct and participate in meetings at palika and school level, prepare minutes, and share.
  10. Provide necessary support for the preparation of different reports related to project activities.
  11. Collect field level information, best practices, lesson learn, success and other case stories
  12. Mobilize the community, especially from marginalized backgrounds, to participate in all project related activities.
  13. Ensure safeguarding of children, vulnerable groups, people with disabilities and those in fragile states at all times.

Coordinating and Networking 

  1. Coordinate frequently with ALN team lead (responsible project coordinator/district project officer) and ALN members at the district level for any kinds of representation, participation, movement and activities.
  2. Coordinate regularly with education stakeholders (Local government, Education section head, Schools, SMC (School Management Committee), PTA (Parent Teacher Association), Child Clubs, Youth Clubs, Local Leaders, Students, Teachers, Parents, GIEN Committees, CRM committee, gender focal person, education journalist, CLCs etc.) .
  3. Coordinate, collaborate and cooperate with other staff/professionals of the district, local units and network of other like-minded institutions at local levels.
  4. Work in close guidance with the ALN District Project Officers.

Mainstreaming and Quality Management

  1. Report and share any challenges or opportunities at palika and school level for collaboration.
  2. Support in mapping out of school students and implement actions to bring them into school.
  3. Conduct regular field visits with appropriate tools and checklists, including discussions with beneficiaries on program effectiveness, and feedback on improvements to communities, government and other CSOs.
  4. Support in conduction of Assessments; baseline, end line and other relevant assessments.
  5. Ensure the project activities are planned and carried out in a way that is inclusive gender-sensitive, and that people are trained to monitor and report results with attention to gender and social inclusion.
  6. Ensure GEDSI consideration in workstation, communication, and personal behavior.

Safeguarding

  1. Accountable for ensuring that all children and adults who come into contact with the project are safeguarded to the greatest extent possible.
  2. Responsible for ensuring compliance to all aspects of the organizational Safeguarding and Prevention of Sexual Exploitation, abuse and harassment policies and associated standards and procedures.
  3. Promote safeguarding among project teams and ensure safeguarding is embedded in all stages of project cycle management

Eligibility

  1. The candidate must be a resident of one of the specified locations. For example, a candidate applying from Karnali must be a local resident of a specified local unit in the province.
  2. Educational qualifications – Bachelor Level in Education or any relevant field or at least +2 qualifications with two years of experience.
  3. Familiarity with educational frameworks such as SESP and GIEN and its implementation is highly desirable along with the understanding of the local education context. 
  4. Experience working with the local government and local community groups will be an added advantage. 
  5. Candidates from marginalized backgrounds are highly encouraged to apply. 
  6. The candidate should be proficient in MS Office and possess strong leadership and communication skills either in Nepali, English, or both.
  7. The candidate must be able to work under pressure, meet deadlines, and operate effectively in multicultural environments.
